HHS Asked to Expand HIPAA Protections

The Department of Health and Human Services (HHS) is being asked to expand the covered entities under the Health Insurance Portability and Accountability Act (HIPAA). The recommendation is to remove the business associates (BA) provisions.

It seems like a great idea to expand the privacy protections from HIPAA to everyone who handles medical records. However, since HHS doesn't bother to enforce the existing laws what will expanding it mean to our privacy?
