The National Retail Federation (NRF) is lobbying lawmakers considering federal data-breach legislation to take care when drafting a the law. They do not want to be held to the same standards as financial institutions. They do not believe they should held to the same high standard.
However, their argument is a little flat as retailers collect so much information on their customers and the largest breach in history (TJX) was committed at the retail level.
